Parked up on a wide grass section outside the usual carpark as it getting resurfaced. It in no way blocked anybodies ability to use the footpath which was meters away. Does anyone think this is disputable? Should I appeal it.

Verge/pavement parking is banned in London so this looks bang to rights. If parking there is still unrestricted you would have been fine on the carriageway.

Fair or not it is unlawful within Greater London, has been for coming up to 50 years.

Best post the PCN and let us see if anything can be challenged

+1, the parking regulations changed at the start of June and I've seen two PCNs in a row with drafting errors.

I think the discount might be best. There's no scope for them to mess up a transfer of liability as it's not a lease, so barring some serious procedural cock-up I'm afraid I don't see a way out of this.
